Hon. Christopher Carney

The Honorable Chris Carney is a former U.S. Congressman who represented Pennsylvania's 10th Congressional District from 2007 to 2011. Congressman Carney holds a PhD in Political Science and is known for his background in national security, having served in the United States Naval Reserve. Attaining the rank of Commander, he was a combat Mission Operation Commander for the MQ-1 Predator, the MQ-9 Reaper, and the RQ-4 Global Hawk Intelligence, Surveillance & Reconnaissance platforms. Currently, he serves as a Senior Policy Advisor at Nossaman LLP in Washington, D.C., where he leverages his extensive experience in government, defense, and intelligence to advise clients on complex regulatory and legislative issues.

Scott Rice
Lt Gen (ret) USAF/ANG
Currently, L. Scott Rice serves as a senior Advisor and Program Coordinator to the Sheriff of Hampden County Jail in Western Massachusetts. As advisor, he provides a strategic and operational review of all programs, education, and vocational training for all justice involved individuals residing in the multiple facilities across the system. Previously, he served as the Director of Emergency Assistance for all homeless families in the Commonwealth of Massachusetts. A billion-dollar state emergency shelter program, serving over 7500+ homeless families or approximately 30,000 people, with the goal of finding self-sustainable housing and compatible employment for these families and their future. He also has over 32 years of airline experience with Northwest Airlink, Alaska Airlines and recently United Airlines, retiring as a B-777 Captain in 2023. He spent over 40 years in the United States Air Force and Air National Guard, retiring as a Lt General and combat veteran in 2020. He led and directed the Air National Guard as Director, served as the Adjutant General (TAG) of the Massachusetts National Guard, and commanded at all Air Force unit levels, including Squadron, Group, and Wing. He trained and flew Air Force F-111s and Air National Guard A-10s in worldwide operations. He participated and commanded Fighter Squadrons and Wings during seven combat deployments to locations from Bosnia to Iraq and Afghanistan over the last 25 years.
L. Scott Rice successfully created and led highly effective strategic and operational management teams, and emergency management groups and staff through proactive, hands-on engagements as unit Commander, agency Director, Airline Evaluation Captain and First Officer, and Senior Military Advisor to several defense companies, as well as state and local entities.
L. Scott Rice serves and has served on several Boards to include Darley Defense, Sierra Nevada Corp, The Roosevelt Group, the New England USO, and the Western Massachusetts Council of Scouting America as Executive Board Chairman.
